A
AGIS (Abuja Geographic Information Systems)
This is the absolute heartbeat of Abuja real estate. AGIS is the official government agency in Area 11 that digitized all land records in the FCT. If you want to verify who truly owns a piece of land, check for unpaid ground rent, or confirm a title document is genuine, AGIS is exactly where you must go to conduct a formal search.
Acknowledgement Letter
The official document issued by the FCDA or Area Councils that assigns a specific plot of land to an individual or company. It shows the exact plot size, block number, and district layout.
Appraisal
The professional process of determining the actual current market value of a property. This prevents you from overpaying for a house simply because the seller gave an emotional price tag.
B
Beacon
These are the physical, concrete markers planted into the ground by a registered surveyor. They show the exact physical boundaries and GPS coordinates of your land so you know exactly where your plot starts and ends.
Building Approval
Before you lay a single block in Abuja you must submit your architectural and structural drawings to the government for building approval. Building without this means your structure is illegal and will eventually face demolition.
C
Certificate of Occupancy (C of O)
This is the ultimate gold standard of property titles in Nigeria. In Abuja it is signed directly by the FCT Minister and it officially certifies that the government has granted you a 99-year lease on that specific plot of land.
Capital Appreciation
The rate at which your property increases in financial value over time. Abuja has one of the highest capital appreciation rates in Africa because of the rapid influx of professionals and government agencies.
Carcass
A property that is sold as blockwork. The developer completes the foundation, block work, and roofing, but leaves the interior finishing (like tiles, wiring, and plumbing) for the buyer to complete to their own taste.
D
Deed of Assignment
Deed of Assignment transfers, alienates, assigns the interest and rights of the seller inclusive of the number of years granted by the minister to the purchaser.
Development Control
The strict FCDA department tasked with enforcing the Abuja Master Plan. They are the ones who approve building plans, enforce zoning rules, and drive the bulldozers if you build illegally.
Down Payment
The initial deposit you make when buying a property on an installment plan. This secures the property in your name while you pay off the balance over time.

Encumbrance
Any legal or financial burden tied to a property. This could be an unresolved family court case, an unpaid bank mortgage, or massive debts on government ground rents. You always want to buy “unencumbered” property.
Equity
The actual financial value of the property that you truly own, calculated by taking the current market value and subtracting any outstanding debts or mortgages you still owe on it.
Estate Infrastructure Levy
A massive ‘usually’ hidden cost that catches many buyers off guard. Developers often sell the land itself cheaply, but later hit the buyer with heavy mandatory levies to cover the cost of paving roads, laying drainage, and bringing electricity to the estate.
F
FCDA (Federal Capital Development Authority)
The federal agency responsible for the design, planning, and construction of all infrastructure within the FCT. They manage the entire Abuja Master Plan.
FCT Minister’s Consent
Because Abuja doesn’t have a Governor, the Minister acts as one. When a property with a C of O is sold from one person to another, the Land Use Act strictly requires the FCT Minister to officially consent to the transfer for it to be fully legally binding.
Freehold
Freehold is the right to hold or possess a land or title on the land without limits.

Ground Rent
The mandatory annual fees that every property owner in Abuja must pay to the government for the right to hold the land. If you buy property without checking, you will inherit all the previous owner’s unpaid ground rent debts.

Land Use Act of 1978
The fundamental law that governs real estate in Nigeria. It vests the ownership of all land into the hands of the government, meaning citizens are only granted leasehold rights.
Layout Approval
An official clearance from the FCDA showing that a developer’s estate design perfectly aligns with the master plan for that district.
Leasehold
Leasehold is the right granted to you to use the property for a period of time, in most cases 99 years and sometimes lesser.

Master Plan (Abuja)
The comprehensive blueprint that dictates exactly how the city of Abuja must grow. It strictly separates residential districts from commercial hubs, industrial zones, and green areas.
Multiple Allocations
The most notorious land scam in Abuja. This happens when fraudulent agents or corrupt officials issue the same plot of land to two or three different buyers at the same time.
Mortgage
A specific type of bank loan used to buy real estate, where the property itself is held as collateral by the bank until the loan is fully paid off.
N
Notice of Revocation
A terrifying letter from the FCDA officially canceling your land allocation. This usually happens if you fail to develop the land within the mandatory build-period or if you repeatedly violate zoning laws.
O
Off-Plan Investment
Buying a property directly from a developer’s architectural plans before the physical construction is completed. It is much cheaper than buying a finished house, but requires immense trust in the developer.
Omo Onile
A Yoruba term for traditional land-owning families who often extort buyers in other states. It is critical to know that the “Omo Onile” system is completely illegal and non-existent in the FCT.
Outright Payment
Paying the entire total purchase price of a property at once, may also be within a short 30-day window. This often attracts a healthy discount from developers.

Power of Attorney
A legal authorization giving a trusted person the power to act on your behalf in legal and financial matters.
Plot
A measured parcel of land intended for building. In Abuja, plot sizes usually range from 400sqm for standard terraces up to 2000sqm for massive luxury detached mansions.
Property Lawyer
A lawyer who specializes in property law or real estate transactions. Never ever close an Abuja property deal without one reviewing your contracts.
Q
Quantity Surveyor
The construction professional who accurately calculates the total cost of materials and labor needed to build your house from the foundation to the roof.
R
Right of Occupancy (R of O)
This is a right granted by the allottee of a land, granting a legal right to the person to use and occupy the land for a defined period.
Regularization
The highly uncertain bureaucratic process of trying to convert an Area Council land title into a fully recognized FCDA title.
Revocation
When the government forcefully takes back ownership of your allocated land without paying you any compensation, usually due to a breach of contract or master plan violations.

Setback
